Help me find song/video

I recall seeing this pretty cool video on mtv back when it still was decent by some electronic artist(s), whose name was made up by a three letter abbreviation if i recall correctly.

The song was called "comply", and was pretty much just a sampled drum beat with a female news anchor reading the word "comply". The video was chopped up footage of the news anchor, along with the drummer playing the sampled beat.

Does anybody remeber this? What was the name of the artist(s)?
