Yeah, you're right, but in the case of Bloody Sunday the Saville report was only just released, just as the Guildford enquiry fell during Blair's reign. And like blair, Cameron is responding to the results of the enquiry more than the actual events that took place. Had Brown been in power right now, he too would've felt pressured to apologise.
