a person can be strangled far faster than 20 minutes. Your brain starts suffering brain damage about 5 minutes after you stop breathing.
Resisting arrest is not a murderable offense. Neither is punching a pig. arrestable , yes, of course, but so is punching ANYONE. Unless a pig is confronted with lethal force or has to protect a citizen from lethal force, he is not supposed to fire his weapon.
