Concerning the situation with Iran, I would be much more satisfied with the Trump Administration's explanation of Iran's responsibility for the recent attacks against foreign tankers were it not for the ideologically incongruous presence of such Neo-Conservatives as John Bolton in the White House.

That said, any deliberate US military action against Iran in response quite definitely requires a Congressional declaration of war against the Islamic Republic of Iran, as the current situation between the US and Iran can IN NO MANNER be construed as being included within the Congressional Authorization of Use of Force following the attacks of September 11, 2001, which authorized war against the Sunni Islamist militants officially blamed for those attacks, and which, therefore, have no effect against a Shi'ite-ruled state engaged in open hostilities against non-US-flagged ships. The ships attacked were flagged by US allies (Japan and Norway), but neither NATO (in the case of Norway) nor the US-Japanese alliance authority has yet claimed violation of their sovereignty sufficient to require the US Congress to declare war in support of those alliances.
