Reading the actual text it seems really bad-

The money will be sent in grants to states, and then it will be to the local agencies (very vague) to distribute making sure it gets spent right. Yeah right.

(c) Rule of construction.—Payments to parents under subsection (b)(5) shall be considered assistance to the eligible child and shall not be considered assistance to the school that enrolls the eligible child.
