Its about the C86 scene. For those who don't know, C86 was an NME compilation (in 1986) which brought together a number of bands with a similar, though difficult to define, sound and a commitment to staying independent.

Then it was used to describe any music with jangly guitars, shambolic muscianship, simple lyrics, and lots of background fuzz (like early My Bloody Valentine EPs, after the gothic shtick, i.e., Sunny Sundae Smile, Ecstasy and Wine, and bands like The Wedding Present and The Vaslines, and countless others who released one brilliant EP and disappeared).
