Hmm, I wouldn't say poor taste - I'd rather use the term 'poor judgement'
By which I'm reffering to your hints that these people might be 'taken advantage of' or 'paid' by some mysterious entity.
I am not a US citizen and don't see into your inner affairs very much, but I believe Portland riots are against police brutality, aren't they?
So how about just accepting that those might as well have been some pretty pissed-off people that had enough of how police has been treating (black) communities in latest X years in the US?
