You have to wait until after dark but yes, tens of thousands of people are puffing. At the Hollywood Bowl its like Vegas, you can walk in drinking a beer past security, so drinks aplenty as well. But the vibe is more important to me than the smoking or drinking, its is spectacularly moving to hear 20,000 people singing, "Get up, Stand Up" in chorus, LA just doesn't have many moments of such positive community unison aside from when the Lakers win the championship
