there's this zebra crossing and pedestrians that cross it incorrectly are flashed by a camera and their picture is shown on the "wall of shame". Whenever they've gotten their picture taken five times, their ID will be looked up in the database and they will be black listed by e.g. government agencies or credit services e.g. banks. Something like that
