here in the desert we got swamp coolers which are a lot more economical than refrigerated air, but they do consume water (as they’re evaporative coolers). air heat is transferred into water evaporation by blowing through a wet filter, you get cool air on the other side. pretty cool actually.
those wont work in houston though. water doesn’t have anywhere to evaporate at surrounding temps in 100% humidity. so, crank the ac.

My in-laws in El Paso used a swamp cooler, until m,y father-in-law hurt himself climbing on the roof to refill the water. They replaced it with an AC unit.
Houston TX would have less than 100,000 people living here if AC was not a thing.
