Secondly, I would indicate that the Federal government here in the US has little constitutional authority to regulate public health, authority over which, being not specifically delegated to the Federal government, is reserved to the several States, or to the People, under the Tenth Amendment to the Constitution of the United States. A further amendment to the Constitution might be in order upon this point, yet the better practice might be to respect local knowledge of local conditions in matters of public health (as a disease presenting as a huge public health crisis in New York City might not be a concern on the Navajo reservations in New Mexico).
