You have answered your own question here. A mechanic is an authority on fixing engines, and so people who don't know how to do so are at the mercy of the mechanic. There are good people who use their mechanical skill in a way that doesn't take advantage of those without it, but there are at least as many who see their "authority" as a ticket to getting paid excessive fees by those who are vulnerable to them. Ask most people to describe a "typical mechanic" and they will describe the latter.
