I have both Vinyl and CD, and yeah underneath is a quote from John Train. Something about his hammer...
Anywho, when Phil Ochs lost his mind, he changed his name to John Train and started beating people he knew with his hammer (hence the reference to the hammer in the quote/him holding a hammer). He then killed himself shortly after (hence the halo/gun to the head). It's never been directly said it's Phil Ochs, but all signs point to yes.
