I think it is an instinctive thing. There are many bands being mentioned here who were never considered hardcore.

Black Flag, Dead Kennedys, Subhumans, Discharge, Circle Jerks, etc were punk bands.

Flipper weren't hardcore or punk. They didn't really fit into any easily definable category, which was one of their main appeals.
