I doubt I'll explain this properly, but here goes:
An IP address is a numerical address assigned to your computer/internet connection. It usually looks something like 68.56.124.80 (essentially, four numbers separated by periods), and it's individual to your computer. An IP address is also specific to region, so anyone who has your IP knows your general location.
I can't remember though, if, when you reset your internet connection, you're assigned a new IP address. But if you aren't, theoretically, board administrators can log your IP and restrict your activity.
