it will decay, with time, just like any other human matter. hair just takes much longer (say 100+ years, and this is without any outside factors like if it were outdoors in a compost pile with lots of little creatures)
in victorian times they made jewelry out of human hair. you can probably still find some if you were interested but it would be very fragile at this point....because of DECAY and DECOMPOSITION.
