who said that? The US and Soviets ( I say this because all the leaders of Russia are former USSR, thats hardly a regime change) and China all have a massive arsenal.. I think the option is as relevant today as it ever was, the difference is its not a political buzz word these days or a common fear tactic of the govt. if anything, that fact that it has fallen under the radar makes it an even more pertinent threat if you ask me.. until there are no longer any nuclear weapons period, there will be a threat of nuclear annihilation..
