Aye, it is! Dick Bruna (the illustrator) originally called her "Nijntje" which can probably only be pronounced by Dutch speakers and certain undiscovered Amazonian tribes.

I guess "Miffy" poses no obstacle in
any language/tongue - the Dutch books and drawings still stick with Nijntje. (The "ij" is actually a Dutch "y", not two separate letters.)
