No, it wasn't King Buzzo.
It was developed by Clover (a subcompany of Capcom who developed the crappy but funny God Hand and the fun Viewtiful Joe) for the PS2. It bombed badly in Japan and here -- literally, one of the worst selling games of the year. About two years later (!), another small company released it for the Wii with motion control. It wasn't developed for both at the same time -- in fact, the Wii was still called the Revolution when Okami came out for the PS2.
Also, you can't find it anywhere? It's at my local Wal-Mart... it's not really an obscure game... uh... Amazon.com probably has it for like $30 for either system.
Supposedly, the Wii version is plagued by control problems. Whatever. It's a great game; a lot like Zelda.
