I think there are plenty of companies that allow that... as long as you don't drive it outside of the EU borders. Plus they want you to mention it beforehand. Me and some friends rented a car once to go on holiday to France. Well, we got the car for free because of some discount thing but it was a rental car.

If I'd travel Europe I'd like to do it by train though, with the occasional cheap flight in between. But if you're on a shoestring budget you can also get really cheap busses sometimes (like Eurolines). Of course it can be hell to sit on a coach for hours on end, but if you're short on cash then there's no cheaper way to get from Amsterdam to Paris for 20 euros... except hitchhiking.
