It's a poem called "Evidently Chicken Town" by John Cooper Clarke, who is the guy reciting it. A cleaned up version is recited before the real JD "Transmission" live performance on the BBC

Fuck. This is about the Joy Division song "Control." Okay, this is where the point about how grammar is helpful in communicating could be made. If you had called this thread "part in 'Control' ," you'd have given me a clue what you were talking about. I would have know immediately that 'Control', as in quotes, was a title, and I would have surmised it was the title of a song.
