3/5 Iggy really is the weak link here. He really doesn't sound passionate enough, and it doesn't help that the lyrics (I know they are supposed be dumb) just dont work/aren't good (not only are they dumb, but they have too many words to be stooges songs) but the band sounds great and its if nothing else a fun listen.
Iggy does sound really good though when he kind of does his low, calmer singing on this one (passing cloud for instance)

I always assumed it was about Cobain.

I mean Callahan could make SOME sense, because of their past relationship. But Beck I don't see at all. At any rate, the lyrics definitely seem to be make sense Cobain-wise.
