Not true. There are a lot of people who are just stupid. There are people who are uneducated, but there are also millions who will simply not be able to progress beyond their certain limited parameters. Education works for people with the capacity to absorb and retain it, and a lot of people simply cannot and do not have that capacity. They will always exist and they always breed.

A good teacher should be able to find some way of getting through to any student, no matter the level of their intelligence.
